Copy or original?
Submit a legible copy unless the form instructions or regulations specifically ask for an original (USCIS Policy Manual Vol. 1, Part E, Ch. 6; I-485 evidence checklist).
Translation
If the certificate isn't in English, attach a full English translation with the translator's signed certification of completeness, accuracy and competence (8 CFR 103.2(b)(3)). Translate everything: stamps, seals, margin notes. See USCIS translation rules.
If no birth certificate exists
USCIS treats a government-issued birth certificate as primary evidence. If it's unavailable, you generally need proof of unavailability plus secondary evidence (USCIS Policy Manual). The State Department's reciprocity tables show what's available by country.
Going the other way (U.S. certificate abroad)?
You'll likely need an apostille from the issuing state. See what is an apostille.

Any translator who is competent in both languages can certify. USCIS does not require a particular company.
