Step 1: County clerk certification (notarized documents)

A notarized document must first be certified by the County Clerk in the county where the notary qualified. Manhattan (New York County) and Onondaga County charge $3 (NY DOS: Apostille). Check other counties' fees directly.

NYC vital records (birth, death, marriage issued by NYC): get a Letter of Exemplification from the issuing agency, then certification from the New York County Clerk, then the state apostille (same source).

Step 2: NY Department of State

Online notarization and New York

New York notaries may charge $2 for an in-person act and up to $25 for an online act (USA Notary fee survey, 2026). If a non-NY online notary notarizes your document, the apostille comes from that notary's state.

Need a notary first?

If your document first needs notarizing, online options: Notarize · OneNotary · NotaryLive. Check that the state accepts the notarization method you choose before you file.

Confirm with the receiving country whether it needs an apostille or an authentication certificate. Non-Hague countries need authentication instead. See what is an apostille.
